Specifications include, but are not limited to:. The Contractor shall provide all labor, supervision, and materials necessary to perform auditing services as follows:Conduct an audit of all designated districts for DCR for compliance with Board and Department policies and agreements. The audit shall cover the period of time from the just completed fiscal year (July 1, 2020 through June 30, 2021) going back to the most recent completed audit. A two-year cycle of auditing a quantity of districts (no fewer than twenty-three each year) will be established to ensure each of the forty-seven SWCDs is audited no less than once every two years. Each year, additional districts selected by the Department may be added to the established list. All audit work will be completed by December 31 of each year. An individual audit report on each district shall be delivered to the Department at the conclusion of the audit and no later than March 1st of each year.Determine whether the financial reports and statements of districts present fairly its financial position and results of its financial operation in accordance with a cash basis of accounting.Conduct a single audit on all designated districts (those expending $750,000 or more in federal funds) in accordance with Generally Accepted Governmental Auditing Standards, the Single Audit Act of 1984 (as amended), and Office of Management and Budget Circular A-133 Audits of State and Local Governments. An individual report on each district shall be delivered to the Department at the conclusion of the audit.Determine whether each district has internal accounting and other control systems to provide reasonable assurance that it is managing financial assistance programs in compliance with generally accepted accounting principles, Board and Department policies and agreements, and federal regulations.Determine whether each district has complied with laws and regulations that may have material effect on its financial statements and on its federal assistance program.Serve as a resource to the Board and the Department providing; 1) consultation and advice concerning district financial management issues, and 2) participation (to the extent possible) with district financial management training.
