Specifications include, but are not limited to: As part of the identified work, the consultant will need to assist the AQP with organizing andfacilitating stakeholder meetings held either in-person or virtually. Work will include outlininggoals and objectives, developing meeting outlines/agendas, the development of visual aids andPowerPoints, and determining how to measure progress.The consultant will also be required to develop a PCAP and a CCAP before the specified due datesto ensure timely delivery to EPA. Both of these plans require the gathering and analyzing of data,as well as input from stakeholders. The consultant will need to articulate what information AQPneeds to gather and in what timeframe, in order to meet the PCAP and CCAP timelines. Theconsultant will need to follow the approved QAPP or provide comprehensive reasons fordeviating from it.The initial deliverable, a PCAP, is due for AQP review on 2/5/24 and EPA submittal on 3/1/24.The PCAP needs to include a focused list of near-term, high-priority, implementation-readymeasures to reduce GHG pollution and an analysis of GHG emissions reductions that would beachieved through implementation. These initial plans can focus on a specific sector or sectorsand do not need to comprehensively address all of SRPMICs sources of GHG emissions and sinks.The consultant does not need to complete a GHG emissions inventory, as this will be completedby AQP staff. A PCAP may draw from or reference an existing climate action, energy, orsustainability plan. The PCAP must have the following: GHG Emissions Inventory to be completed by the AQP; Quantified GHG Reduction Measures; Benefits Analysis; Quality Assurance Project Plan (QAPP) which has already been completed by the AQP; Review of Authority to Implement.
