Specifications include, but are not limited to: t is the mission of Multnomah County, acting by and through its Health Department ("County") and its Mental Health andAddiction Services Division (MHASD) to build, maintain, and support high-quality, accessible and culturally competentsystems of care for adults with a mental illness or addiction. MHASD is seeking Proposers from whom it may purchaseoutpatient mental health treatment services. Services are intended to assist individuals experiencing mental health issues thatare uninsured and/or under-insured and lack the resources to obtain needed mental health treatment services to avoidhospitalization, incarceration or removal from their home due to the severity of their illness.The MHASD based the design of this RFPQ on the following goals and philosophies: Incorporate Evidence-Based Practices (EBPs); Trauma-Informed Treatment Strategies; Services are delivered in a culturally and linguistically competent service delivery; Inclusive treatment services include family members and other members of the consumers naturalsupport system; Timely access to the appropriate service in the system of care; Crisis services are available to divert individual from higher levels of care into more appropriatealternatives; Outpatient services are provided to individuals during hospitalization and focus on stabilization anddischarge planning for appropriate treatment in the community; Stable and supported housing is a system priority; Individuals who have a low to moderate need receive appropriate evidence-based outpatient servicesincluding brief treatment, psycho-education, support groups, etc.; Individuals who have a moderate to high need receive appropriate evidence-based outpatientservices with adequate case management to promote recovery and allow them to remain in thecommunity; Strong natural supports such as friends, clubs, interest groups, group activities, volunteeropportunities, and other programs are in place for individuals; Dual Diagnosis treatment services to individuals experiencing co-occurring mental health andsubstance use disorders; Individuals with specialized health care needs such as medical and psychiatric comorbidity ordevelopmental disabilities will be well served by the system of care; and Physical and behavioral health care will be integrated whenever possible.
