Specifications include, but are not limited to: ODJFS is seeking a vendor to vendor to evaluate the Ohio Accelerated Safety Analysis Protocol (ASAP) program.The vendor will utilize data from the Mindshare ICARE Decision Support Portal and Ohio SACWIS to conduct theevaluation, as well as integrating qualitative measures. Proposals must clearly demonstrate the vendorscapability of providing services as described in this RFP. The selected vendor for the project will work withODJFS to accomplish the following:A. Establish a data sharing agreement allowing data from Ohio SACWIS and the Mindshare ICARE decisionsupport portal to be shared.B. Develop a methodology to compare Ohio ASAP cases with similar cases that are not assigned to OhioASAP for review. Assessing the following quantitative outcomes:1. Are children served by Ohio ASAP less likely to experience recurrence of maltreatment?2. Does Ohio ASAP impact the rate of entry into agency custody and placement?i. If Ohio ASAP cases have a higher rate of entry into custody and placement, why is that?ii. If Ohio ASAP cases have a lower rate of entry into custody and placement, is theprogram preventing entry by identifying safety concerns and resolving them early in thecase?3. Are Ohio ASAP on cases more likely to transfer for ongoing services.4. Are Ohio ASAP more or less likely to have subsequent screened reports of child abuse orneglect?5. Are more collateral contacts occurring on assessments/investigations on Ohio ASAP cases?6. Does Ohio ASAP impact worker turnover?7. Are children served by Ohio ASAP less likely to experience a child abuse or neglect relatedfatality or serious injury?8. Are there differences in the above outcomes by county or as determined by whether thecounty is served by internal ASAP reviewers or the ODJFS Ohio ASAP team?9. Are there differences in outcomes for families served by Ohio ASAP when looking at the workthrough a diversity, equity, and inclusion lens?10. Possible additional items will be added as the vendor and ODJFS begin work together.
