Specifications include, but are not limited to: The Massachusetts Department of Public Health (DPH), Bureau of Substance Addiction Services (BSAS) is seeking to fund community-based projects that address high-risk behaviors associated with substance use in the youth (12-17) and young adults (18-24) population.The purpose of this funding is to support and increase the capacity of community-based, youth-serving organizations to identify and engage young people at increased risk for developing a substance use disorder. The Substance Abuse and Mental Health Administration (SAMHSA) includes individual, family, school, and community risk factors: youth exposed to chronic alcohol or other drug use within the home; youth transferring schools; youth in poverty; immigrant acculturating families; and families with high residential transience. Please see the full list of SAMHSA risk factors in the Target Population section below.Proposed projects must provide young people opportunities that are designed to decrease high-risk substance use or risk factors that appear to be related to substance use, prevent the development of substance-related problems, reduce acuity of substance use disorders, and promote developmentally specific recovery goals. Proposed projects can be new initiatives or can include the expansion of current programming that support young people and their families. A key component of project models should include the promotion of community partnerships that address youth substance use and encourage positive youth development.The Office of Youth and Young Adult Service (OYYAS) intends to fund approximately 10 youth and young adult engagement projects.
