Specifications include, but are not limited to: The purpose of this Request for Qualifications (RFQ) is to obtain qualifications as allowed by City-Parishgoverning statutes, ordinances, resolutions and policies from bona fide, qualified proposers who are interestedin providing services for Long Range Strategic Plan for Organization of Government & Delivery of Services; The City/Parish is seeking consulting services to develop a long range strategic plan for theorganization of government and the delivery of services. The analysis and organizational reviewwill also help develop strategies that utilize staffing resources in the most effective manner. TheCity/Parish is of the firm belief that our potential as a community is virtually unlimited and it thegoal of this Project that that potential be realized. A staffing analysis and organizational review is requested to help determine the appropriate levelof staff for the City/Parish to meet its core service and operational requirements, and help developdeployment strategies that utilize staff resources in the most effective manner and considerprivatization when appropriate. The study should recognize the relationships between variousDepartments and divisions. The challenge of any staffing model or allocation of resources isfinding the balance between the City/Parishs ability to be proactive and focused on areas wherepublic core services are needed (internal support services as well as external customer services)versus the desire to provide the highest level of customer service possible. The City/Parishrecognizes that staffing cannot be reduced to a simple numeric formula, but requires complexanalysis over several dimensions, including service expectations to the community, prioritiesdefined by the Mayor-President and Metro Council, and reasonableness as it relates to budgetaryimpacts. Conduct project planning and schedule meetings with the elected officials and other staff asneeded, including progress reports throughout the duration of the project. Conduct meetings with an internal work team, comprised of representatives from eachDepartment to learn the functions, services, and goals of each Department. Conduct an in depth analysis of the structure of the City/Parish government, including anassessment of applicable laws and ordinances. Identify best practices and standards for staffing of each Department and how eachDepartments current policies, procedures and practices compare with the best practiceidentified. Rationale for identifying and selecting best practice should be specified. Analyze respective department organizational charts, budgets, operational functions, andrelevant City/Parish and other agency reports, with particular focus on efficient organizationalstaffing methodology and allocation to ensure efficient and effective delivery of services to thepublic and internal customers. Analysis will identify formulas and standards used byDepartments to make staffing allocation decisions. Analysis of each Department will be basedon the most appropriate measures available, and shall include a rationale for selection thosemeasures. The analysis will include the number of supervisory and non-supervisory personneland appropriation supervisory ratios.
