1.1 Hamlin & Hickey Design Build Information  
The District of Columbia (“District”) Office of Contracting and Procurement (“OCP”), on behalf of Department of Energy and Environment (“DOEE”) is seeking a qualified Design Build (“DB”) Contractor to provide design and construction services for low impact development (“LID”) stormwater retrofits and to add aesthetic value to Hamlin Street and Hickey Lane. This project is to be located on the southeastern half of the block on Hamlin Street, NE and within the U.S. National Arboretum (“USNA”), along the western side of Hickey Lane NE and just north of the R Street NE entrance.

The funds for this project is from an Environment Protection Agency Grant. The Subcontracting Requirements will be meeting the six good faith efforts to subcontract with Disadvantaged Business Enterprises (DBE). Refer to Attachments J.15 and J.16 of the Solicitation for more details.

A Pre-Proposal/Site Visit Conference will occur on Tuesday, June 25, 2019 starting at 9:00 AM EST Project Site 1. Project Site 2 will follow. Refer to Section L.18 of the Solicitation document (PDF) for more information. The last day to submit questions is Thursday, July 18, 2019 at 12:00 PM EST. Refer to Section L.5 of the Solicitation document (PDF).
