Specifications include, but are not limited to:The Multnomah County Department of Community Justice (DCJ) is seeking to qualify Proposers from whomit may purchase a continuum of out-of-home placement and program services for youth who are referred byDCJ staff. DCJ currently contracts for emergency and short-term shelter care with limited to a full array ofservices designed to best match the needs of the youth placed in an out-of-home placement. DCJ alsocontracts for comprehensive services provided to youth and their families in the family home to preventremoval of youth from home. These services are currently in place. Procurement authority and currentcontracts end July 31, 2013 and new contracts to replace and expand services are tentatively scheduled tobegin August 1, 2013.Both out of home placement and in-home services have proven effective in reducing a youths exposure toand engagement in criminal activity along with preparation for the next phase of transition, whether itsreturning home, stabilizing and strengthening the existing home and family structure, or moving to a moreappropriate long-term living environment, such as independent living for older youth.The reason and decision to place a youth in an out-of-home placement, independent living program, or toprovide in-home services are based on varying factors and conditions presented at the time of referral. Eachreferral should be accompanied by an assessment of the youths needs and risk to re-offend or safety risk tothe community, imminent risk of being removed from home, and/or needs for services. Family preservationand reunification and successful transition is the overarching goal of each placement decision. The followingare some of the reasons for the various types of placements:a) Out-of-home placement alternative to detention for youth who do not rise to the level of risk needingdetention;b) Out-of-home placement alternative to commitment or more restrictive custody that allows formallysupervised youth to be maintained in the community;c) Out-of-home placement alternative to de-escalate and stabilize behavior and strengthen youth and familyrelationships for youth who are experiencing escalation of criminal behavior and actions; andd) In-home services to provide a holistic model of comprehensive and therapeutic services specificallydesigned for youth and their family as an alternative to out-of-home placement or to transition youth backhome from being placed in an out-of-home placement;e) Transitioning youth between providers to ensure continuity of care and services; andf) Independent living services to assist older youth to successfully integrate into the community
