Specifications include, but are not limited to:State tobacco control programs lack the flexibility and authority to directly influence or advance tobacco policies that change social norms within a community. Thus, tobacco control programs cannot be considered truly comprehensive unless there are coalitions in place to actively advocate for policy change and foster a message of awareness around the issues of tobacco control (CDC 2007 Best Practices for Comprehensive Tobacco Control Programs). Youth play an intricate and unique role in advocating for tobacco control policy change because of the fact that the age of initiation is lower than the legal age to purchase tobacco products. Arizona Department of Health Services, Bureau of Tobacco and Chronic Disease (ADHS BTCD) is working with its partners to further develop and sustain its statewide youth tobacco coalition, Students Taking A NewDirectionorSTAND.S T A N D s o n l i n e a n d s o c i a l m e d i a p r e s e n c e c o u p l e d w i t h t h e l o c a l S T A N D c h a p t e r s , allow counter-marketing messages to reach youth both in and out of school. Through these efforts ADHS BTCD works to change the social norms to make tobacco less desirable, acceptable and accessible. ADHS BTCD has formed a youth coalition program and written a youth coalition plan, which began in 2010 utilizing internal staff and its county and community partners. On June 22, 2010, The U.S. Food and Drug Administration (FDA) issued a final rule with the force and effect of law containing a broad set of federal requirements designed to significantly curb access to and the appeal of cigarettes and smokeless tobacco products to children and adolescents in the United States. Titled Regulations Restricting the Sale and Distribution of Cigarettes and Smokeless Tobacco to Protect Children and Adolescents, the new rule restricts the sale, distribution, and promotion of these products to make them less accessible and less attractive to kids. Among other things, the rule prohibits the sale of cigarettes and smokeless tobacco to people younger than eighteen (18). The FDA works closely with States and Territories to ensure that retailers comply with the FDA rule. ADHS has a contract with the FDA to conduct inspections under this rule. The FDA inspections will be coordinated simultaneously with the SYNAR Amendment (45CFR 96 130) which requires States to enact and enforce laws prohibiting any manufacturer, retailer, or distributor from selling or distributing tobacco to minors. 2. Purpose The ADHS BTCD will contract with an organization that the has the knowledge and capacity to provide technical assistance and guidance to continue the momentum of Students Taking A New Direction (STAND), which is comprised of youth coalitions chapters in different counties throughout the state of Arizona. The Contractor will recruit and retain a roster of STAND Coalition youth to assist in the FDA/SYNAR Youth Tobacco Inspection Programs
