Specifications include, but are not limited to: The Vision is articulated in a technical standard that specifies connection speeds and essentialservice parameters. Specifically, the standard calls for: An Internet Protocol (IP) supporting full duplex, switched private network with end to endquality of service (QoS) guarantees, capable of delivering 100 Mbps Ethernet or better toeach school building. Quality of Service (QoS) provisions must ensure delivery of delay sensitive traffic ahead ofother applications. The QoS mechanism shall be Differentiated Services (DiffServ), with aminimum of four queues. Every K-12 school district in New York State will have said standard access to their BOCESand Regional Information Centers (RIC) regional network. Optimal network design will bedetermined by the district, RIC, and service providers. Each BOCES RIC will have a minimum 100 Mbps broadband, full duplex, switched IP accessto other RICs and SED (State Education Department). These links will need to be provisionedto allow for multiple sites to share the link without degradation of service, and to ensuresecure transmission of data between sites with QoS. Broadband Access will be ubiquitous across the State. Pricing will be both affordable andconsistent across the state, taking into account of urban or rural location or provider. It is recognized that many school districts in NYS have built their own or lease fiber linksbetween their school buildings. In these cases the districts and their RIC will be responsiblefor ensuring the standards stated in this Vision. Bandwidth SpeedsThe service shall provide multiple bandwidth speeds ranging from 100 Mbps to 10 Gbps. Thebandwidth speeds must be offered in increments as specified in Attachment A, Pricing Form. Theservice pricing must correspond with the different bandwidth speeds offered (i.e. a different price foreach desired bandwidth speed).4.2.2 Bandwidth AggregationThe service shall not include aggregated single vendor circuits (returning to any identified hub, asdefined in the Connectivity Matrix) that aggregate more than eight (8), 100 Mbs circuits. Themethod of bandwidth aggregation must be thoroughly described and illustrated in the Mandatory BidSubmissions (Service Description and Network Diagrams).
