Specifications include, but are not limited to:All project deliverables will be provided in electronic format for implementation and hosting by the City of Worcesters Technical Services Division on its current LAMP/Perl platform and existing Content Management System. The City of Worcester will not accept off-site hosted solutions. Redesign the City of Worcesters municipal website in a constituent-centric format, which will successfully reach all audiences including residents, college/university students, business owners, non-resident workers, prospective businesses, event planners, visitors, etc. The design should be welcoming, appealing and created by a member or members of the vendors professional design staff. The final version will incorporate elements that effectively represent the brand and image desired by the City of Worcester through a collaborative development process. Create a standardized format and enhanced user experience for all pages, thereby establishing a unified theme but allowing some level of individuality and/or functionality between City departments/divisions. Interview each department/division head, or their designee, to assess individual departmental needs and business processes to determine how they can be incorporated into the new design to enable the public to conduct business more efficiently, via the website, thus reducing foot traffic, telephone calls and routine tasks. These interviews must be performed on-site at the department/division location. Refer to City of Worcester Organizational Chart FY16 included with this request for proposal to view department and division information.Design complementary layouts for the City home page, each broad category landing page, each major sub-section landing page and sample sub-pages for each. Navigation should be consistent and user-friendly with information grouped and presented in a logical manner that is understandable to users on all levels including those with limited computer knowledge, physical, sensory or cognitive impairments and the elderly. The design should meet World Wide Web Consortium (W3C) compliance and function consistently across all major browsers including MS Internet Explorer, Mozilla Firefox, Google Chrome and Apple Safari. The successful vendor must be familiar with Section 508 of the Rehabilitation Act and the Web Content Accessibility Guidelines (WCAG 2.0), and should implement these into the design and layout to the highest degree possible. The design should include effective translation services to increase accessibility for Worcesters diverse population, while maintaining the integrity of the sites content. Create a design that is responsive, flexible, navigable and accommodates viewers using all major mobile devices, including but not limited to: o Tablets iPad, Samsung Tablet, MS Surface o Smartphones iPhone, Android, Windows Mobile Phones, Blackberry
