Specifications include, but are not limited to:. An abandoned or contaminated well forms a vertical pathway for movement of bacteriological and chemical contaminants into the groundwater supply and may constitute a physical hazard. Any toxic or adulterating substances entering the well may, in time, migrate to aquifers furnishing water to nearby wells. In addition, a deteriorated and corroded well casing can cause degradation of the groundwater by allowing intermixing of aquifers. Merced Countys Water Well Standards (Merced County Code, Chapter 9.28) requires abandoned wells, and failed wells which have been replaced, to be destroyed. The minimum standards for well destruction are described below. The Merced County Department of Public Health, Division of Environmental Health (MCDEH) may change the requirements when adverse or special conditions warrant. 1. The well casing shall be cut off to a depth of at least four (4) feet below the surrounding ground surface. This requirement may be waived by MCDEH if the proximity of adjacent structures or features makes it impractical or unfeasible to cut the casing off below the ground surface. 2. The well casing shall be entirely filled with sealing material, placed through a tremie pipe in one continuous operation from the bottom of the well. 3. The sealing material shall conform to the requirements for annular seals and shall consist of neat cement grout, sand cement grout, concrete, or bentonite clay.
