INTRODUCTIONPURPOSE AND BACKGROUNDSection 1020 of the 2016 supplemental capital budget (chapter 35, laws of 2016 1st sp. sess.) requires the Office of Financial Management (OFM) to contract for an analysis of the economic implications of water infrastructure and fisheries habitat restoration needs in Washington State. The analysis must incorporate existing data and information relating to integrated water supply and management planning, multiple benefit approaches that reduce the risk from floods and protect and restore naturally functioning areas, and low-impact development retrofits to reduce toxics and other pollutants in storm water.AGENCY intends to award one contract to provide the services described in this RFP.OBJECTIVES AND SCOPE OF WORKIn order to inform policy decisions about the scale and timing of new investments in flood reduction, storm water/water quality, and water supply, the successful consultant shall provide an analysis of the economic impact on Washington State of water infrastructure and fisheries habitat restoration.The economic analysis will include a scientific and technical review, at least a 20-year forecast of infrastructure investment needs, and the economic impact of drought and water supply, floods, and storm water runoff related to the following:a. Water Supply. Integrated water supply and management planning that addresses water storage for municipal and agricultural uses, in-steam or out-of-stream water supply needs, and fisheries habitat and passage improvements;b. Floods. Multiple benefit approaches for reducing risks from floods and protecting and restoring naturally functioning areas;c. Storm water. Low-impact development retrofits to reduce storm water runoff;d. Project benefits of fishing and recreation of improved floodplain and riparian habitat, in- stream flows, municipal and agricultural water storage, and fish passage.
