Specifications include, but are not limited to:The consultant will provide useful and statistically valid data, comparable to the 2007 study, while adhering to, at a minimum, the guidelines listed below: 1. Sample waste during two different seasons, spring and fall, to assess seasonal variation. 2. Use a stratified-random-sampling method to select vehicles each day. 3. Sort sufficient number of samples to achieve statistical objective. a. 10% precision at 90% confidence level. b. 30 samples of residential waste, 40 samples of commercial waste, and 40 samples of self-haul waste. c. Hand-sort each sample into individual material categories. 4. Generate a material category list, determined by the Consultant and Larimer County, and calculate composite statistics. a. Example: "glass and ceramics" composite category could be calculated from individual material categories of glass bottles, other glass, and ceramics. b. Composite categories shall include: recyclable plastics, non-recyclable plastics, compostable organics, construction & demolition debris, and the ten categories listed in the 2007 waste characterization study. 5. Coordinate field activities with Larimer County Project Manager and/or Landfill Manager. 6. Be responsible for the safety, sanitary facilities, and working conditions of their employees. 7. Complete all needed field work (data collection) during the 2016 calendar year. 8. Report composite categories, average weight percentages, and uncertainties for each waste component and source category; (e.g. standard deviation, confidence interval, etc.). 9. Include details of the sampling methodology in their report. 10. Prepare a sampling plan. a. Specify method for selecting samples, number of samples, material category list, sorting method, etc. 11. Compile, analyze, and make recommendations. 12. Prepare a written report
