Specifications include, but are not limited to: The United States Department of Agriculture (USDA) and the South Carolina Department of Social Services (SCDSS) in pursuant to 7 CFR Part 249 is authorized to enter into agreements and award grants to States, US Territories, and federally recognized Indian Tribal Governments. The Senior Farmers Market Nutrition Program (SFMNP) is authorized and funded under the Food, Conservation and Energy Act of 2008 Farm Bill, P. L. II0-246, amended per the Agriculture Act of 2014.The purposes of the SFMNP are to provide resources in the form of fresh, nutritious, unprepared, locally grown fruits and vegetables from farmers markets, roadside stands, and community supported agriculture programs to low-income seniors; to increase the domestic consumption of agricultural commodities by expanding or aiding in the expansion of domestic farmers and community supported agriculture programs; and to develop or aid in the development of new and additional agriculture programs.The SFMNP is administered by the SCDSS and SCDSS is responsible for the coordination of other state agencies and entities involved in the program. Farmers Markets, roadside stands, and other entities are certified to participate in the SFMNP by the South Carolina Department of Agriculture. The South Carolina Department of Health and Environmental Control is responsible for health and safety training. SCDSS provides the supply of check booklets (created and delivered to SCDSS by the SFMNP vendor) to local coordinating agencies who then accept and process the applications from seniors and issue the checks to the eligible seniors.Currently, the program year begins in April of each year. Checks are issued during the month of May to seniors in booklets of five (5) in five ($5) dollar denominations and state the time period the checks can be spent at an authorized farmers market or roadside stand (October 15th of the same year). Authorized farmers sell SFMNP approved foods and receive payment via the SFMNP checks endorsed by the participant or the authorized proxy. The checks are made to the order of the South Carolina Seniors Farmers Market Nutrition Program Vendor.The authorized farmer deposits the SFMNP checks into his/her bank account, after stamping them with a SCDSS issued unique farmer identification number. These checks are routed through the Federal Reserve banking system to the Contractor account for payment. The Contractor confirms that the redeeming farmer is authorized as a Senior Farmers Market Vendor, then honors the payment of the check.Approximate size of the program currently:Approximately 400 farmers/farmers markets/others25,000 seniorsThis program provides a highly regarded and desirable service. Therefore, SCDSS continues to look for means to expand the program.
