Specifications include, but are not limited to:The Information Technology Office (ITMO), on behalf of the SEC is soliciting proposals from qualified Offerors who can provide a statewide Voting System Solution (VSS) including all associated software, equipment, support, and services.IntroductionThe successful Contractor will provide all forty-six (46) counties of South Carolina the products and services that result in a complete and comprehensive VSS to implement a statewide VSS beginning January 2017.The VSS must be certified by a testing laboratory accredited by the Federal Election Assistance Commission as meeting or exceeding the minimum requirements of federal voting system standards and requirements of SC Code of Laws Sections 7-13-1620, 7-13-1640 and 7-13-1655 as well as any other requirements contained in this Title. Offerors must have applied for and be able to produce verification of their SC certification by March 1st of 2016 to be considered for award.The State is considering alternate ways of procuring this system. Methods under consideration include an outright purchase or a multi-year option to lease, the State will determine which option would be in the States best interest.If the recommended software and/or equipment is available through a current State of South Carolina Statewide Term Contract, the State will determine which option would be in the States best interest.Support for the 2017 and 2018 ElectionsThe delivery and implementation of the statewide voting system shall begin in January 2017. Contractor must provide all technical and support services in order to conduct all elections in all counties beginning on April 1, 2017 and continuing through the November 2018 General Election.The successful contractor will provide full onsite support during the first (1st) election(s) and thereafter will provide ongoing support.BackgroundThe State of South Carolina currently uses a single electronic voting system in all counties. The system was implemented in two (2) phases: Fifteen (15) counties in November 2004 and the remaining thirty-one (31) counties in January 2005.The SEC is responsible for supporting the statewide voting system by producing election definitions and databases. Several counties create their own election databases. Data is exchanged between the SEC and counties using a secure file transfer protocol (FTP) site. The statewide voter registration system (VREMS) generates precinct, district, and candidate information to be used in the election database. The election results are uploaded to the online Election Night Reporting system (ENR) using files produced by the voting system software.The system includes approximately thirteen-thousand (13,000) touch screen voting machines, more than two-thousand (2,000) of which are touch screen voting machines with audio ballot capabilities for the voters who are blind or visually impaired, optical ballot scanners for absentee by mail ballots, ballot on demand printers, and other peripheral equipment.Several counties outsource the absentee ballot mailing process for larger elections. The SEC also produces an electronic poll book for counties with applicable resources.The voting system is nearing the end of its life expectancy of approximately fifteen (15) years. Following the 2014 General Election, counties and the current vendor reported an increase in calls pertaining to voting system performance issues. There are also signs in the marketplace that the availability of replacement parts is declining, further reducing the systems long-term viability.Currently, there are:Approximately two point nine (2.9) million active votersForty-six (46) counties
