Specifications

Specifications include, but are not limited to:The project will seek to educate and communicate with Texans to prepare them for the 2016 primary (Phase I) and general (Phase II) elections. It is expected that project requirements for both Phase I and Phase II will be substantially similar, except that Phase I will seek to educate and communicate with Texans for purposes of the March 1, 2016 primary election (and any subsequent runoff election), and Phase II will seek to educate and communicate with Texans for purposes of the November 8, 2016 general election. It is expected that the activities in Phase I will incorporate approximately 40% of the allocated budget and Phase II approximately 60%. Contractor shall have the meaning ascribed to it in the Execution of Offer, Affirmation of Terms and Conditions, and Proposal Preferences attached hereto. Consistent with the broad goals set forth in the Background and Purpose descriptions in this Section 1, specific tasks to be implemented may include, but are not limited to, the following: A. Develop overall concept and design of voter education materials consistent with current branding; B. Provide creative consultation and production consultation with SOS; C. Research, plan, develop and implement voter information/outreach strategies, messages and materials for the general statewide voting population, and various subgroups such as the Spanish-speaking population, special needs population, and the young and elderly population; D. Research, plan, develop and implement strategies, messages, and materials to inform the statewide voting population and targeted sub-groups of the photo identification requirements and processes as a result of SB 14 or any possible change in photo ID requirements; E. Plan, design and produce, or re-broadcast, educational voter information/outreach materials in multiple formats, possibly including television, print, radio, electronic formats, including Internet and video formats, that are research-based and appropriate for selected venues and media
