Specifications include, but are not limited to:The purpose of this Request for Proposal (RFP) is to solicit applications to award sub-grants to public and private non-profit, incorporated agencies and organizations in Virginia for the continuation of the Virginia Quality Rating & Improvement System (Virginia Quality). Virginia Quality serves classroom and family home based early childhood programs. The selected sub-grantees will coordinate and implement a regional, integrated system of information and quality improvement services to promote, assess, support, and communicate the level of quality in Early Care and Education (ECE) settings that families consider for their children. Virginia Quality is built on the foundation of health and safety standards. It supports partnerships that align quality improvement efforts across ECE setting types (both private child care and preschools; public preschools including Head Start, the Virginia Preschool Initiative (VPI & VPI+), and; family child care programs).ObjectivesLeverage existing Early Childhood Care and Education service delivery systems to expand opportunities for program engagement and participation in Virginia Quality.Improve program quality through professional development supports (training, coaching, mentoring, technical assistance, learning communities, etc.).Engage and support families in identifying high quality child care and preschool options for their young children.At regional and local levels, strengthen collaboration and coordination among stakeholders (community and education leaders, local business leaders, and local departments of social services, local school districts, Head Start/Early Head Start, VPI, Resource & Referral agencies, Virginia Infant & Toddler Specialist Network, Virginia Quality and programs that voluntarily participate in Virginia Quality.)Promote access to high quality early childhood and education programs for all children, including those from at-risk families and those with high needs.Support the states evaluation efforts (share regional information, respond to surveys, serve on work groups, and such) upon request.Eligible ApplicantsApplicants must be located in Virginia. Organizations and agencies that are pending incorporation and/or pending approval of the 501 (c) 3 status of the IRS code as of April 11, 2016, are not eligible to apply.Public and private non-profit, incorporated agencies and organizations in Virginia, representing a diverse range of community and early education leaders and both public and private partners, who are interested in working together to support quality early learning, may apply. Applicants may be current Virginia Quality lead agencies, Early Childhood coalitions and networks, resource and referral agencies, or may be established for the purpose of providing services under sub-grants awarded through this RFP. The applicant must represent a Virginia Quality region. (See Appendix I for defined regions.)When multiple firms/organizations/agencies are applying for funding, a lead agency and fiscal agent must be identified. The applicant must be the lead agency; if an organization other than the applicant is to serve as the fiscal agent, that organization must sign an additional document upon award (such document will confirm the intent of the organization to comply with state and federal fiscal requirements). Once a sub-grant is awarded, the fiscal agent must also identify a contact if one has not already been specified in the application.
