Specifications include, but are not limited to:The scope of the project includes vessel management considerations for vessels carrying, or capable of carrying, ballast water and/or biofouling organisms into the coastal waters of the state after operating outside of the coastal waters of the state. It does not include vessels that meet the legal criteria, but operate exclusively in waters of the state or common water region as defined under RCW 77.120.030(8), except for determining contingency management where a prohibited AIS has been detected and quarantine or containment is required. Review draft and final draft plans will be formally reviewed by the departments Ballast Water Work Group as required under WAC 220-150-010(2). A key element of the strategic plans is to ensure that they are, to the extent practical and appropriate, complimentary and not unnecessarily duplicative of federal ballast water and biofouling management efforts.Where necessary to improve the protection of state aquatic resources from AIS risks, the strategic plans will identify legislative and rulemaking recommendations. Specific tasks include:Conduct an analysis and summary of 2008 to current ballast water arrival, discharge, compliance, and research data to identify trends and determine information gaps;
