Specifications include, but are not limited to:As a Division in the Department of Environmental Conservation (DEC), the Vermont Geological Survey (VGS) is guided by the mission to protect the environment and human health and safety. Protocols for landslide hazard mapping were developed and include 5 Phases which result in detailed (1:10,000 scale) map for areas sensitive to landslides. However, completion of Phase 1 landslide hazard mapping on a statewide basis will allow for identification of existing and historic hazard sites within a reasonable time frame, allow towns to develop a set of priorities for more detailed work if necessary, and allow more rapid incorporation of landslide data in a town planning process. Phase 1 landslide hazard mapping involves selection of the area of interest, creation of the project in ArcGIS, initial data collection, creation of a landslide database for the site area, photo interpretation, field reconnaissance, and resolution of landslide polygons. Bareearth LIDAR is a significant tool which allows the hazard analysis to progress more rapidly on a countywide/statewide basis. An initial project in Addison County will serve as the prototype for the remaining counties in Vermont. DEC is seeking proposals for a grant to produce a Phase 1 landslide hazard map for Addison County following state protocols and a multihazard map for three towns in Addison County. Up to $29,000 is available for January 15, 2016 September 30, 2016 and awardee must contribute an equal amount in cash or inkind match. Scope of Work: DEC seeks proposals for the following: 1)Produce a Phase 1 prototype landslide hazard map for Addison County following protocols described in the State Hazard Mitigation Plan (HMP). Addison County was selected based on availability of LIDAR and ontheground knowledge which allows reconnaissance work to progress more rapidly. This phase involves accumulation of all relevant data sets and creation of the project in ArcGIS, initial data collection, landscape analysis using LIDAR and other imagery, creation of a landslide database
