Specifications include, but are not limited to:The contract awarded from this solicitation will be for a period of three (3) years. Pricing willbe negotiated up front and will remain firm and fixed throughout the three (3) year contractterm. It is anticipated that the awarded vendor will contract with the Health System to providevended fueling services from May 1, 2016 through April 30, 2019. If mutually agreed upon,this contract may be renewed for up to two (2) additional one (1) year terms thereafter toperform the requested services.Fuel Card & Fuel Depot Station RequirementsThe sections below describe the vended fuel services. The Respondent must be able to provide(meet or exceed) the level of service described in each item below. Proposals must addresshow these items are to be met.A. Fuel Card Requirements1. Issue and maintain approximately 300 Personal Identification Numbers (PIN) numbersfor selected Health System employees. Provide the Health System Fleet ServicesDepartment the ability to add or delete drivers on a 24/7 basis via the internet.2. Provide individual fuel cards to approximately 70 vehicles and heavy equipment units.Each fuel card must be assigned to the individual vehicle and have the ability to restrictto fuel purchases only. The assigned vehicle fuel card must have identification to thevehicle, unit number and/or name of the user group (department or division) and issuedwith a plastic protective cover.3. Maximum fuel quantity limits can be assigned to each fuel card to restrict the numberof gallons of fuel that can be purchased in each 24 hour time period.B. Fuel & Fuel Station Requirements1. An uninterrupted fuel supply must be made available at all times.2. Provide approximately 50,000 gallons of unleaded regular fuel annually.3. Provide approximately 10,000 gallons of diesel fuel annually.4. All fuel sold must meet the standards of the Texas Department of Agriculture, whichinclude octane values and quality measures, such as ethanol content, vapor pressure andin diesel, water content and other free from other contaminants.5. Quality fuel must be provided. Unleaded regular gasoline fuel octane level shall notdrop below 85 at any time. Diesel fuel will be treated or mixed to prevent jelling orfreezing in cold weather conditions including temperatures to 30 degrees F.6. The availability of alternative fuels, biodiesel, propane, and or natural gas at one ormore sites will be given consideration in terms of vendor selection.
