Specifications include, but are not limited to: 4.1 LocationThe location of the Project is shown on the Site Plans and Specifications Issued for Bidincluded in this RFP as Appendix D. The site can be generally described as thewestern edge of Slater Park Pond.4.2 General Requirements4.2.1 Project ScheduleThe project must be completed within the spring 2016 planting season, on or beforeJune 15. The Owner anticipates the following scheduling milestones, noting that thefinal milestone shall be considered fixed: May 12, 2016 Project awarded May 19, 2016 Construction start June 7, 2016 Substantial completion of construction and Ownersconstruction closeout inspection. June 15, 2016 Construction complete.4.2.2 Hours of WorkIn accordance with City of Pawtucket Ordinance Sec. 286-12, no constructionactivity may take place between the hours of 10:00 PM and 7:00 AM (i.e. overnightwork) unless a permit to do so has been obtained from the Director of Public Works.Works of an emergency nature (as defined in Sec. 286-2) need not comply with thisrequirement.4.2.4 Prevailing Wage RequirementsBidders are advised that payment of the local prevailing wage, as established by theRhode Island Department of Labor and Training, is a requirement of this project, asoutlined in Appendix B. A copy of the current prevailing wage decision is included in this document as Appendix C. Bidders are advised that the City will not amend thisdocument prior to the bid due date for the purpose of notifying bidders of asuperseding wage decision(s). Bidders shall account for the prevailing wage ratesapplicable to this project in the formulation of their bid.4.2.5 Payment RequisitionsThe Contractor shall prepare a draft requisition for payment for the ProjectEngineers review and approval and revise the requisition as necessary prior tosubmission to the Owner. Because of the short time frame of the project, one totalrequisition is preferred.The Owner reserves the right to withhold 5% of the request for payment asretainage. The Owner shall release retainage payments per the terms outlined inSection 12.0 of this RFP.4.2.6 Title 37, Chapter 37-14.1 of the Rhode Island General LawsAs the Project will be supported in part by a Rhode Island Department ofEnvironmental Management grant, compliance with Title 37, Chapter 37-14.1(Minority Business Enterprise) is required. Compliance measures required of theContractor include, but are not limited to: Minority business enterprises shall be awarded a minimum of ten percent(10%) of the dollar value of the entire Project No person shall be excluded from participation in, denied the benefits of, orotherwise discriminated against in connection with the award andperformance of the Project on the grounds of race, color, national origin, orsex.The full scope of requirements pertaining to the inclusion of Minority BusinessEnterprises is included in the RIGL Title 37, Chapter 37- Scope DetailThe scope of work is defined comprehensively in the Site Plans and Specificationsissued for bid, which are incorporated into this RFP as Appendix D.The Contractor shall provide all labor, equipment, materials, and incidental items andshall support all costs necessary to complete the Project. In general terms, the Projectincludes, but is not limited to, the following construction activities: Examine site conditions with Owner and correct any unsatisfactory conditionsbefore installation.These conditions include, but are not limited to:correct and level finished gradeinstallation tolerancesother conditions affecting performance of the work (see Specifications inAppendix D) Conduct soil testing for existing surface soil and imported topsoil Remove obstructions (ie: roots, boulders, rocks, trash, etc.) and existingvegetation within the limits of work to permit installation of new plantings. Install new plantings (both plugs and seed) according to project plans andspecifications. Install waterfowl exclusion fence around planting area according to projectplans and specifications. Maintain plantings for one year period according to project plans andspecifications.o This includes watering, among other tasks. As the closest water hook-upto the site is approximately 800 feet away, it is recommended that thecontractor use a portable watering system. If necessary, the contractorwill be provided access to water with which to fill up the portable system.
