Specifications include, but are not limited to:The purpose of this contract is to provide statewide consistency in managing and monitoring the pavement warranty program by having a single contact, rather than the individual regions, handle the daily activities associated with the program.Project descriptionThe Department has run a successful pavement warranty program since 1995. Initially, Hot Mix Asphalt (HMA) projects were warranted. In 1998, Portland Cement Concrete (PCC) projects were added to the program. In the 2000, specifications were added for HMA Functional Overlays and also Dowel Bar Retrofit projects. The number of projects completed under the warranty program has increased from a handful in the first several years to 20 to 30 projects constructed each year.The expansion of the warranty program became more than just the Bureau of Technical Services could manage. The regions have also taken a role in managing the warranty program, by monitoring projects for the 3 to 5 years (or 7 years in some rare cases), overseeing the warranty work, communicating with the contractor and ensuring the final work done on the project was acceptably completed. In some regions, this work had been handled in the Maintenance section, other regions had done it in the Technical Services Section (TSS), and some regions had done it in both areas. The lack of consistency in monitoring the program, along with the amount of time the expansion of the program requires, made it difficult for the regions to handle the workload generated monitoring the warranty program. Beginning in 2011in order to address this lack of consistency, the Department employed a firm to serve as a single point of contact and oversee the program.The individual will be responsible for monitoring the warranty projects annually, reviewing the warranty program report produced by the Division of Transportation Investment Management (DTIM) and verifying the validity of the information, updating the warranty database, determining areas needing remedial action, coordinating remedial actions with the regions and BTS, and tracking and documenting all activities related to the pavement warranty program. Since 2012 the departments warranty program is under moratorium, no new warranty projects were constructed under the warranty program. The department anticipates approximately 20 warranty projects to be administered in this contract.
