Proposals will be opened and evaluated in private and proposal information will be kept confidential until an award is made. PROJECT DETAILS Scope of Services The Village of Orland Park Police Department is requesting proposals from interested parties for the purchase of a Use of Force Simulation System. Overview The Police and Community Relations Improvement Act signed into law in 2015 mandates law enforcement officers must satisfactorily complete approved Illinois Law Enforcement Training and Standards Board scenario based training on an annual basis (Illinois Police Training Act. (50 ILCS 705/7). Conducting live scenario based training is expensive and logistically difficult to schedule and find people to participate as role players. It has an increased potential for injury when conducted, and it is not possible to simulate a police encounter in daylight, dusk or darkness all within the same training class. The training is time consuming, requiring set up and resetting of the scene for the next officer(s) to participate, thereby, limiting the number of scenarios that may be performed. Proper timing of role player actions and other possible variations of consistency in the scenario may alter the training objective(s) and not provide a clear tangible benchmark for evaluation of all participating officers. Live based training limits the variety of scenarios that officer(s) may be evaluated upon due to environmental factors on a training day (i.e. Active shooter in a mall scenario to an open field search training response). A Use of Force Simulator, with a bank of over 650 scenarios, eliminates any concern and/or issue listed above and is the most effective and efficient means to meet the annual requirement. Specifications The Use of Force Simulation System must include the following components and functionality: Computer Operating software Windows 7 or newer Desktop Configuration Touch screen with a 22 or greater LCD Monitor All cables and connections Windows Office Suite Preloaded
