Specifications include, but are not limited to:Phase 1 Block Rental RequirementsThe Contractor will follow the block rental requirements in the block rental requirementsportion of this provision for all work in Phase 1 (Sta. 76+00 to 102+00) of the project.Phase 1 ( US 81 S ta. 76+00 to Sta. 77+00) Calendar Day Count CompletionRequirementIn addition to the block rental requirements, the Contractor will complete all work in thePhase 1 at the 3rd Ave. N. Intersection (US 81 from Sta. 76+00 to Sta. 77+00) portion ofthe project within 21 calendar days. The Department will begin to count calendar dayswhen the Contractor closes US 81 to through traffic from Sta. 76+00 to Sta. 77+00. TheDepartment will continue to count calendar days until the Contractor completes all workin the Phase 1 at 3rd Ave. N. Intersection (US 81 Sta. 76+00 to Sta. 77+00) portion ofthe project. The Department will count calendar days in accordance with Section 8.6 B.The Department wants to accelerate the completion of the Phase 1 (US 81 from Sta.76+00 to Sta. 77+00) portion of the project by offering an incentive to the Contractor.The Department will make an incentive payment in the amount of $1,500 per calendarday to the contract for each calendar day the Contractor completes the work prior to therequired calendar day count completion requirement. The Department will make adisincentive assessment in the amount of $1,500 per calendar day to the contract foreach calendar day the work is not completed beyond required calendar day completionrequirement. The Department will count calendar days in accordance with Section 8.6B.The maximum incentive for this portion of the project is limited to $15,000. There is nomaximum disincentive.Phase 2 Work RestrictionIn addition, the Contractor may begin work in the Phase 2 (Sta. 102+00 to Sta. 149+41)portion of the project concurrently with the Phase 1 (Sta. 76+00 to Sta. 102+00) portionof the project. If the Contractor elects to work on Phase 2 concurrently with Phase 1, theContractor will keep 10th Ave. N. open to full traffic at all times during any Phase 1 workin order to maintain the Phase 1 detour route.Block Rental RequirementsI. General: The Department is using the following block rental requirements tominimize the delay and inconvenience to the traveling public caused by roadwayclosures. The Contractor is encouraged to use innovative construction or stagingtechniques to minimize the number and duration of roadway closures. TheDepartment will assess a rental charge for each calendar day (or a portionthereof) a block is closed or obstructed until the Contractor completes all work;restores pedestrian traffic to the sidewalk; and opens all lanes, and traffic canmove unimpeded through the project on the roadway, intersecting streets, andapproaches.II. Definitions and Terms: For the purposes of this Special Provision, the followingdefinitions apply:A. Calendar day: A day shown on the calendar, beginning and ending atmidnight, including Saturdays, holidays (includes Sundays), and daysdesignated by the Governor of this State as an administrative leave day forstate employees.B. Block Closure: A block closure is a block or any portion of a block that is notopen to public traffic due to the Contractor's operations (measured to thenearest one block). The Department will not consider one-half block closuresand will count all closures as at least one block. If the Contractor closes oneintersection, the Department will consider the closure as one block. If bothintersections at the end of a block are closed, The Department will considerthe closure as two blocks.There are 7 blocks on this project, identified as follows:3rd Ave. N. to 4th Ave. N.4th Ave. N. to 5th Ave. N.5th Ave. N. to 6th Ave. N.6th Ave. N. to 7th Ave. N.7th Ave. N. to 8th Ave. N.8th Ave. N. to 9th Ave. N.9th Ave. N. to 10th Ave. N.Not all blocks are the same length. The block closure rental charge specifiedbelow will remain the same regardless of the length of the block.
