Specifications include, but are not limited to:The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiation for the purchase of technical assistance to at least 10 communities for the development of Urban Forest Disaster Management Plans in Virginia by the (VA Department of Forestry).II.BACKGROUND: This program was initiated to educate local staff and provide exposure to disaster response by developing response plans to make our city forests safer from natural disasters. A typical community only occasionally experiences a local disaster such as an insect or disease epidemics, ice storm, hurricane, tornado or other wind event. Because of this, city tree management staff typically have limited to no experience with disaster management. This lack of knowledge and experience means that when a disaster does occur, the local response to tree damage and debris management can be limited and inefficient. This can increase the social and economic impacts to the community affected.III.STATEMENT OF NEEDS:The Virginia Department of Forestry, in cooperation with the United States Department of Agriculture (USDA) Forest Service, announces the Not If But When Technical Assistance Program. This program is designed to make our city forests safer from natural disasters though improved local preparedness, better response and faster recovery.The winning proposal will work with the local communities to develop or update urban forest disaster plans for at least ten (10) high population communities or urbanizing counties. The winning proposal will provide technical assistance and work with local community staff to update emergency plans and train on BMPs. This could include utilizing i-Tree tools or development of urban tree risk management plans using the Tree Emergency Plan Worksheet and other currently available disaster planning tools.The goal of the Not If But When Technical Assistance Program is to build disaster preparedness and response systems that will help community tree managers deal more effectively with disasters.
