Specifications include, but are not limited to:The Consultant will provide an upgrade to the existing PSL Neighborhood Website that will be effective in information, presentation, directional sense, professional style, and consistent overall layout. The final version of the design will be a collaborative effort between the City Planning and Zoning Department and the selected Proposer, incorporating elements that effectively represent the City. The Consultant will submit two (2) concepts for the final design (branding).The Consultant will alos provide Website Hosting. NOTE: the Website will only include advertisements authorized by the City Specific design guidelines and qualifications must meet the following requirements: A. Have a common and consistent style that will be maintained throughout the Website to maximize usability. B. Comply with Section 508 of the Rehabilitation Act of 1973 and accessibility standards as explained in the following document: C. Display correctly in all current browsers, such as Internet Explorer, Firefox, Safari, Opera, Google Chrome, and Apple mobile devices, Android, with smooth fallback for older browsers and users without JavaScript or Adobe Flash compatibility. D. Follow best practices, the website standards-compliant code, included in W3C standards of the World Wide Web Consortium,, and page load times of three seconds or faster. E. Have a mobile website view for mobile devices that are offered and/or integrated with the current mobile design. F. Display the mobile design correctly in all current mobile browsers, such as Internet Explorer, Firefox, Safari, Opera, and Apple mobile devices, Android, and Blackberry, with smooth fallback for non-supported browsers to a readable format. G. Have a site search feature that provides results on all website content as proposed in the initial design that includes portable document format (PDFs), Microsoft files, and website pages via integrated search engine or search application/appliance of organizations choice, such as Google. This search feature must be configurable to enable filters for content indexing and searching. H. Use Cascading Style Sheets (CSS) to ensure consistency and separation of content and design. I. Have consistent orientation and navigational aids, such as hierarchical menus that tell users how deep they are into a topic or subtopic as well as a homepage link or icon on each page in the same position. J. Have the built-in function to print the Website pages in a format that is easy to read. Example:
