Specifications include, but are not limited to: Universal Sized Cafeteria and Washroom Paper products must be first quality mill represented stocks. Job lots, odd lots, and seconds shall not be accepted. This contract shall include the following categories: 3.1.1 BATH TISSUES - STANDARD ROLLS Rolls are to be individually wrapped or bonded with protective paper. Cartons must be sealed and sufficiently durable to withstand transport and storage. Tissue must be clean and free from foreign matter and defects (no pinholes or tears). Tissue must have no objectionable odor, either dry or wet, and must be free from lint. Tissue must have no injurious effect on the skin. Tissue must not contain any agents, which improve set strength and slow disintegration after use. Product must break down rapidly so as to be satisfactory for use in septic tanks. Tissue must have a creped, semi creped or embossed finish. Tissue must be perforated so that the sheets can be easily and evenly detached. Rolls must be evenly and tightly wound on a pasteboard core sufficiently rigid to withstand transport and normal usage. The edges of the roll must be smooth and the tissue must be attached to the core. The first sheet must be affixed to the sheet beneath; the beginning to the roll must be visible and easy to start. Tissue must not deteriorate under normal storage conditions for six months after the date of delivery.
