Specifications include, but are not limited to:General. The Department of Labor & Industry (L&I) requires an Information Technology (IT) services contractor to provide project management, application software development, and operational support services for Unemployment Compensation Benefit Systems (UCBS). Throughout the remainder of this document, the UC Benefits Legacy Applications will be referenced as UCBS.Specific. The selected vendor must have expertise to successfully work with L&I staff and developers, as well as interact with the UC business users. L&I is looking to include all required maintenance, support, break/fix, enhancement, and modifications. The selected Offeror should be able to support variations in demands caused by new legislative requirements, changed or improved functional requirements, as well as interface change requests dictated by the Federal government and the Commonwealth of PA.The overall intent of this project is a solution for UCBS to:Ensure system stability, minimize system down time, and ensure data reliability.Reduce the overall system support costs.Ensure the security of the system and its data.Comply with and adapt to changing business rules, laws, regulations, court precedents and policies.Emphasize system maintenance, existing defect resolution, and operational support.Adhere to all applicable technical standards, policies, and procedures.Ensure that technical documentation is developed and maintained.Cultivate a collaborative, team based environment.Nature and Scope.The Office of UC Benefits Policy (OUCBP) plans, organizes and directs all activities for the taking, processing and payment of claims for unemployment compensation filed by Pennsylvanias unemployed workers.The mission of the Office of Unemployment Compensation Service Centers (OUCSC) is to provide temporary, partial income replacement, funded by federal government payments and employer and employee contributions, to workers who are unemployed through no fault of their own.Organizational information about OUCBP, OUCSC and L&Is Office of Information Technology (OIT) can be found in Appendix K, Business Overview.The UCBS is a conglomeration of approximately 30 custom-built IT applications or automated business functions designed for DLIs unique business requirements. The UCBS development spanned five decades and utilized technologies that were current at the time each module was developed.The Scope is to provide application, database, and system software support to L&I for the UCBS. The selected Offeror will assume the responsibility of operational sustainment and application maintenance from the existing contractor. Support services will encompass application enhancements, maintenance, operational support, data fixes and data management and includes support for all mentioned in Appendix L, Technologies.The nature of this project is for an IT services contractor to provide support services in order to sustain operations the of UCBS.The scope of this project includes:Project initiation and transition.
