Specifications include, but are not limited to:The Contract Manager is established to ensure that the IV&V Contractor is able to deliver to both State and Federal executive leadership and management, all IV&V findings and recommendations without restriction, fear of retaliation, or coercion (e.g., reports being subject to prior review or approval from the development group before release to outside entities, such as the Federal government). The Contract Manager is the official liaison for all forms of correspondence (paper or electronic) and is independent of the Child Support Division which serves as the official IV-D agency. The IV&V Contractor shall copy the Contract Manager on any formal correspondence sent to the OCSE or the OAG or any other party. The Contract Manager will act as liaison for communications between all parties, the IV&V Contractor, CSD, and OCSE, for required meetings, on-site reviews, Contract deliverables, and conference calls to ensure the IV&V Contractor maintains independence from T2 staff. The Contract Manager will coordinate approval of all deliverables, invoices for payment, and any staff changes made by the IV&V Contractor with the CSD and the OCSE, as required. CSD Administrative Role CSD will designate a point of contact to coordinate/ensure IV&V Contractors access to CSD project resources, artifacts, software, hardware, etc. CSD will provide the IV&V Contractors team members with up to five (5) workspaces at 5500 East Oltorf, Austin, Texas, 78741. Each workspace will include a desk, chair, personal computer, access to project software/tools, Local Area Network (LAN) and Wi-Fi access. CSD will provide access to conference rooms that can be reserved for meetings based on availability. CSD will provide the IV&V Contractor access to T2 information, including, but not limited to technical documentation and T2 status data. CSD will provide the IV&V Contractor ongoing access to the CSDs Learning Management System (LMS) for the IV&V Contractors staff to complete all mandatory OAG training necessary to perform the required services. OCSE Responsibilities The OCSE is the Federal agency responsible for the administration of the child support program. Created by Title IV-D of the Social Security Act in 1975, the OCSE is responsible for the development of child support policy; oversight, evaluation, and audits of State child support enforcement programs and provides technical assistance and training to the State programs
