Specifications include, but are not limited to:The Transit Feasibility Study will be undertaken to document existing public transit services and the potential for service improvements in Mat-Su. The results will determine how to proceed with public transit as the study will show public need and benefit, likely users, analysis of possible alternatives for the delivery and management of services, and a recommendation on the best alternative for the Mat-Su public transit needs. It is important that the Transit Feasibility Study focus on identifying transit features, characteristics, and options that best fit local goals and objectives; financing alternatives and building on existing facilities and partnerships; and mitigating any adverse impacts anticipated from recommended strategies. The primary study objectives are: Meet with key stakeholder groups at key milestones/decision points throughout the process. Identification of baseline conditions including data collection and analysis. Characterize unmet transportation needs and opportunities for new public transit services. Develop strategies to meet public transportation needs including service, cost, and organizational changes. Evaluate alternatives to provide recommendations and an action plan for next steps. The general scope of work is as follows: Phase 1: Report Task 1: Stakeholder Engagement and Presentations. It is expected that the Consultant will involve all regional stakeholders in the process including the current transit providers and their Boards, the Transit Coalition Committee, the ADOT&PF, Mat-Su Borough Transportation Planners, Mat-Su Transportation Advisory Board, Mat-Su Public and Social Service Transit Providers, Municipality of Anchorage Public Transit (People Mover), and other key stakeholders at key decision points and milestones throughout the process. A stakeholder engagement plan will be required to ensure that all stakeholders are represented with special emphasis on human service providers. The consultant must have the skills not only to analyze transit issues and alternatives but communicate with stakeholders on the feasibility, funding possibilities, and financial restraints
