Specifications include, but are not limited to:PROJECT SCOPE A.The City of Salisbury is seeking proposals from qualified firms to furnish all labor, material, supervision and equipment to provide a Traffic Safety Speed Camera Program (TSSCP). The purpose of this program is increased public safety through the enforcement of traffic laws associated with speed limit violations. To that end, the goal of the City is to enhance the safety of school children and reduce the number of collisions and related injuries within its borders. To achieve these goals, the City will deploy a turnkey program for TSSCP as specified herein. 2.PROJECT OBJECTIVES A.Demonstrate the TSSCP system will help achieve reductions in instances of speeding violations at selected locations. B.The Successful Vendor will comply with all applicable State and Federal laws and regulations to include, but not limited to, 21-809 of the Transportation Article of the Annotated Code of Maryland. C. The City expects to acquire turnkey services as specified in the Scope of Work. D. The TSSCP will remain Cost Neutral to the City of Salisbury. 1. The citation fees collected per month of approved citations will be the source of payment towards Successful Vendors monthly lease fee of TSSCP equipment. 2. During a month in which approved citation fees collected are less than the successf u l V e n d o r s m o n t h l y f e e , t h e S u c c e s s f u l V e n d o r w i l l a c c e p t t h e f e e s c o l l e c t e d i n said month as payment for the monthly lease fee and will not charge the City the balance of the fee for that month. 3. D u r i n g a m o n t h t h e a p p r o v e d c i t a t i o n f e e s c o l l e c t e d e x c e e d t h e S u c c e s s f u l V e n d o r s monthly lease fee, the Successful Vendor will make payment to the City for the amount above the monthly lease fee. E. The City and the Successful Vendor will establish Business Rules for the operation of the TSSCP program in accordance with Local, State and Federal laws and regulations. 3. SCOPE OF WORK A. Site design and set up self-sustaining automated fixed TSSCP system at six (6) selected locations identified by the Salisbury Police Department (SPD). B. Furnish and install all labor, material, equipment, software and supervision necessary to implement, maintain and operate this program. C. Processing of data prior to providing access to chargeable violations via a secure interface to the SPD for review and authorization of citations by electronic signature for those events that meet specified criteria. D. Initial mailings to violators and all follow-up mailings, included but not limited to: determination of liability; final determination of liability; late payment; insufficient payment; partial payment; notice to appear and findings and decision order. E. Ability to accept payments online, by phone, and by mail with check or money order. F. Ability to show collected evidence online to violators
