Specifications include, but are not limited to:The Hawaii Department of Education (HIDOE) is soliciting proposals for a survey instrument that recordsstudents' perceptions of classroom practice, school climate, and pupil engagement; and usesdevelopmentally-appropriate question metrics that have an established and tested correlation to studentachievement.HIDOE, which serves as both the State Education Agency (SEA) and the Local Education Agency (LEA),consists of 15 complex areas across 4 counties and 286 schools located on 7 islands. Currently, theHIDOE school system serves over 180,000 students.The HIDOE's teacher evaluation system is part of a 5-point plan for transforming Hawaii's public schoolsin order to prepare students for global success. The HIDOE's Educator Effectiveness System (EES)specifies that a student stakeholder survey be included as a component.The HIDOE's plan calls for the EES to be comprised of components that measure teacher practice(i.e., classroom observations and student perception surveys) and student outcomes (i.e., student growthand student learning). Hawaii piloted 3 components of the teacher evaluation system in 18 schoolsduring School Year (SY) 2011-2012; expanded the pilot project to include an additional 63 schools duringSY 2012-2013; and implemented the teacher evaluation system statewide in 255 schools duringSY 2013-2014, 255 schools during SY 2014-2015, and 256 schools during SY 2015-1016.
