Services set forth that contain the words may or can allow Respondents to offer alternatives to the manner in which the Services are provided. The selected Contractor(s) will provide assistance to the TWDB for activities described below for the Project stated within this RFQ. 2.2 SCOPE OF WORK TWDB is requesting the Contractor to perform the following tasks: A.Identify communities in Texas that, due to limited or non-existent stream and weather monitoring, receive inadequate warning from the National Weather Services Advanced Hydrologic Prediction Service or other flood warning systems. B.List in order of priority communities needing additional monitoring based on factors that must include propensity for flash floods, historical number of fatalities due to flooding, and severe and repetitive economic losses due to flooding. The factors may also include population temporarily or permanently residing within designated Federal Emergency Management Agency flood hazard areas and other factors. C.Identify locations where additional real-time stream gages and weather stations would improve flood forecasting based on hydro-meteorological models for priority communities. Locations of new stream gages and weather stations must be optimized to provide adequate lead times for flood warnings, while keeping overall costs low to increase the number of communities that can be supported. D.Where appropriate, the Contractor may suggest alterations to existing data collection infrastructure that would provide enhancement to hydro-meteorological models (e.g. existing instruments whose reporting frequency could be increased in order to provide more value for flood warning)
