Specifications include, but are not limited to:Contractor will provide the following services to University:5.4.1Evaluate the online training for counselors and advisers:Contractor will be responsible for designing assessment instruments and evaluation plans for the components of the evaluation. Contractor will work with Texas OnCourse team to ensure the instruments are valid measures of the competencies that the online training is designed to develop.Where feasible and appropriate, the assessment instruments can be developed in and administered through the same online learning environment in which counselors and advisers are participating in the training.The online training has not yet been developed, and no counselors and advisers have participated in online training developed by Texas OnCourse. Initial beta testing with small groups of counselors and advisers (<250) will begin in the fall of 2016. An initial pilot of approximately 1,000 is planned to begin around January, 2017. The full rollout and implementation of the online training is scheduled for the fall of 2017.A.Evaluate participants reaction to the training, both in terms of their engagement with the online content as well as their perceptions of the quality and effectiveness of the training.B.Evaluate the effect of the training on knowledge and skill development.C.Evaluate the effect of the training on subsequent behavior.D.Create a methodological plan to evaluate the effect of the training on longer-term outcomes, including but not limited to student outcomes such as course selection, graduation / attrition rates, college preparation activities (e.g. applying to college, completing FAFSA, visiting a college campus), college enrollment behavior, and labor market outcomes. Contractor may have the opportunity to conduct this component of the evaluation contingent upon continuation of funding.5.4.2Evaluate the online instruction created for seventh (7th) and eighth (8th) grade students:Contractor will be responsible for designing assessment instruments and evaluation plans for the components of the evaluation. Contractor will work with Texas OnCourse team to ensure the instruments are valid measures of the knowledge that the online instruction is designed to develop. Where feasible and appropriate, the assessment instruments can be developed in and administered through the same online learning environment in which students are receiving the online instruction. The online instruction has not yet been developed, and no students have participated in online instruction developed by Texas OnCourse. Initial beta testing with small groups of students (<2,500) will begin in the fall 2016 semester. An initial pilot of approximately 10,000-100,000 is planned for the spring 2017 semester. The full rollout and implementation of the online training is scheduled for the fall 2017 semester, at which point the online instruction will be available to any of the approximately 800,000 seventh and eighth grade students enrolled in public schools in Texas.
