Specifications include, but are not limited to: The State of Oregon generally imposes a mileage-based tax on heavy vehicles operating on public roads in the state. Flat fees are described in statute as "annual fees" that carriers of wood chips, sand and gravel, and logs can opt to pay in lieu of paying the state's weight-mile taxes. Separate flat fee rates are provided for each of these commodity-types. They were established in 1949 with the intent that they would yield as much money for the Highway Fund as weight-mile taxes would yield. The statutorily-required review of flat fee rates is critical to meeting this legislative intent and verifying the fairness of the Oregon's truck tax system.
