Specifications include, but are not limited to: The Contractor shall demonstrate knowledge and understanding of the hospital payment structure in Maryland and Marylands New All-Payer Model Agreement with CMS.3.2.1.2 The Contractor shall demonstrate expertise and experience in hospital claims pricing, commercial, Medicaid and Medicare claims data, and analyzing claims data to derive cost and utilization reports.3.2.1.3 The Contractor shall demonstrate expertise and experience with using large, multi-state healthcare claims and encounter benchmarking databases.3.2.2 Project RequirementsThe Contractor shall complete the following tasks:3.2.2.1 The Contractor shall procure access to a large, multi-state, multi payer, commercial, Medicare Medicaid healthcare claims and encounters database that allows for calculations of costs and utilization at the member and claim or episode level for the most recent 12-month period available. The Contractor shall use the data source identified in its Technical Proposal (see RFP Section 4.4.2.6 b (i)). The Contractor is responsible from procuring access to the data described in this Section 3.2.2.1 within 10 days of Contract Commencement (see definition in Section 1.2).3.2.2.2 Using the data described in Section 3.2.2.1, each year of the Contract, the Contractor shall perform analyses comparing all payer payments and utilization in Maryland with benchmarks. Specifically, the Contractor shall provide the following analyses:
