Specifications include, but are not limited to: The selected bidder will conduct a national survey of public and private insurers to identify between eight and twelve insurers that have implemented innovative programs to address and curb opioid prescription misuse and abuse (Programs). Specifically, the selected bidder will identify insurers that have detected opioid prescription misuse and abuse, quantified the amount of suspected fiscal losses as a result of such misuse and abuse, created and implemented Programs intended to rectify such losses, and calculated the fiscal impact (positive or negative) of such Programs.The selected bidder will investigate a variety of Programs including, for example, those that involve: targeted claim review; prior authorization for prescriptions over a certain supply amount; creative uses of data analytics; referrals to substance use disorder treatment; case management for post-detoxification patients; effective use of controlled substance / prescription monitoring programs; increased use of naloxone; alternative pain therapies; integrated pain management; or other interventions designed to prevent and curb prescription opioid misuse and abuse. The OIG will approve of the Programs before the selected bidder begins its review.
