Specifications include, but are not limited to:1. Surface Water Master Plan Update a. Define level of service for the Surface Water Utility programs and assets to allow for appropriate asset management b. Review of completed basin plans developed since 2009 c. Review of completed condition assessments and asset evaluations studies not included in the basin plan and developed since 2011 including Pump Stations Condition Assessment for incorporation into the plan. d. Prioritize recommended projects from the basin plans based on developed level of service and life cycle analysis e. Update the Surface Water Utility operations manual f. Review plans, conditions assessments and maintenance records to prioritize projects to be considered for the CIP, including Capacity analysis of the drainage basins within the City. Consider the Citys Rezoning activities in establishing priorities. g. Evaluate the appropriate level of operation and maintenance, CIP and debt service within the utility h. Evaluate treatment options of stormwater discharges into natural waterbody including pros/cons and cost estimates i. Evaluate the schedule and frequency of the Stormwater Condition Assessment Program j. Develop and prioritize the appropriate amount of stormwater system replacement over time and provide costs associated with the program components k. Identification of future NPDES permit requirements and potential impacts to the utility l. Compatibility of Surface Water Master Plan with other existing City plans such as the Sustainability Plan, Parks Plan, and Transportation Master Plan 2. Rate Study shall include: a. Develop options and recommendations for the 2018 2022 Surface Water Utility rate structure and shall include: i. Rate options with capital priorities established in Master Plan Update ii. Funding options to meet different levels of service for operations, maintenance, capital and debt service iii. Options to encourage existing properties to construct natural drainage systems on their property where none exists. iv. Review the impacts of the rate structure options at the 10 year and 15 year mark b. Perform an audit of the current King County system of utility billing and revenue collection. c. Provide a review and estimate of a separate, in-house utility billing system owned, maintained and performed by the City, including the cost to implement and operate the system. 3. Public Meetings a. Consultant should plan in the schedule for up to three (3) City Council meeting presentations in support of the Master Plan Update and Rate Study.
