Specifications include, but are not limited to:The work may eventually be split into three phases with compensation set for each phase. Phase One: Prepare a preliminary engineers report (PER) to USDA standards for water facilities and assist County staff in completion of the USDA Rural Assistance grant/loan application. In the USDA Rural Assistance process the PER guides all future funding and activities: its completeness and accuracy are of paramount importance. The PER shall also address all DoDW technical concerns. Consultant will assist County staff as they modify the Forest Service Use Permit. The spring and part of the treatment plant are on Forest Service managed property. The design should site the plant entirely on property under County control and the Forest Service may require work on the diversion, pipe or access bridge. The USDA will perform NEPA. Phase Two: After a USDA Rural Assistance grant/loan package is approved, and an amendment to the County personal services agreement is executed, develop plans and specifications for use bidding and constructing of the project. The design shall address all DoDW technical concerns and meet the operation needs of Shasta County staff. Development of an assessment district to repay the loan portion of funding will also commence at this time. The consultant will assist in selection of a bond counsel, develop the Boundary Map, develop the Engineers Report spreading the costs appropriately to each parcel, and support County staff in the hearing process. All work shall comply with appropriate state and federal laws. The method of assessing the parcels, parcel charges or water rate increase, will determine the governing law in assessing the parcels. Phase Two will also require the consultant to assist in the completion of all permits necessary for completion of the project (the County will not require building or grading permits). The consultant shall coordinate all submittals to funding and regulatory agencies. A CEQA Categorical Exemption is expected for this project. The County expects to use other consultants currently under contract to complete this work. The engineering consultant will assist the environmental consultant as needed
