Specifications

Specifications include, but are not limited to: The County of Kern, through its Mental Health Department, intends to utilize one (1)service provider for outpatient substance use disorder treatment for adults; outpatientmental health services for adults, children and adolescents; and Penal Code 1000 DrugDiversion services for adults in Geographic Service Areas 3, 6, 7, and 8, whichencompass the east Kern County area.Non-profit mental health and substance use disorder treatment organizations with 501(c)3status, including faith-based organizations, who possess the necessary credentials areeligible to submit proposals for services. The Public Health Services Act 1931(a)(l)(E)and 1916(a)(5) and 45 CFR 96. 1 35(a)(5) prohibit states from expending SubstanceAbuse Prevention and Treatment Block Grant funds to provide financial assistance to anyentity other than a public or non-profit private entity. Ordinarily, the term "financialassistance" is used to describe a grant relationship typically funded by a contract.An organization must submit one (1) proposal that includes proposed services forsubstance use disorder outpatient treatment, adult outpatient mental health treatment, andchildrens outpatient mental health treatment.Three (3) separate Agreements for Professional Services will be negotiated between theMental Health Department and the prospective service provider and approved by the KernCounty Board of Supervisors prior to service delivery. One (1) agreement will benegotiated with the Substance Use Disorder System of Care Administrator; one (1)agreement will be negotiated with the Adult Mental Health System of Care Administrator;and one (1) agreement will be negotiated with the Childrens System of CareAdministrator.
