Specifications include, but are not limited to:The Commonwealth is in the midst of opioid epidemic. The number of confirmed cases of unintentional opioid overdose deaths for 2014 (1099) represents a 65% increase over 2012 (668) and a 21% increase over cases for 2013 (911).In February 2015, Governor Baker charged an 18-member working group with developing specific, actionable recommendations to address and respond to the opioid epidemic crisis. The Work Group established a set of 64 recommendations to address the crisis across various sectors on touch points. The availability of treatment resources is a critical part of any effective response to the epidemic of opioid addiction in Massachusetts. The Department of Public Health/Bureau of Substance Abuse Services (DPH/BSAS), in response to recommendations developed by the Governors Opioid Working Group, is seeking to provide a range of treatment services, including Transitional Support Services (TSS).The Bureau of Substance Abuse Services seeks proposals from qualified substance abuse service providers to implement short-term residential Transitional Support Services (TSS) (ASAM Level III.1 Clinically Managed Low Intensity Residential Treatment) for adult women who need further stabilization and intensive case management after detoxification in a BSAS funded acute treatment service (ATS), after stabilization in a BSAS funded inpatient clinical stabilization service (CSS), or for participants in public shelters who were recently (14 days or less) in a BSAS funded ATS or CSS service.BSAS intends to fund one (1) new Transitional Support Services (TSS) program for adult women, with a licensed bed capacity of 30 beds. Services are to be provided within a pre-determined site located on the campus of Western Massachusetts Hospital (WMH). The selected provider will be expected to enter into an annual lease with Western Massachusetts Hospital (WMH) for the operation of this program and comply with all rules and agreements regarding the use of the site.
