The purpose of the ongoing study is to continue a longitudinal evaluation of the effect of WSCJTCs Guardian-model training. The ongoing study utilizes a holistic, mixed-methods approach and a cohort design, in which entire academy classes are selected for observation. Pre-post design is used for evaluating change in recruits who complete the Guardian model of training, as well as comparison with prior recruits who completed the Warrior model of training.This RFP seeks qualified contractors/consultants to continue the research work. During the pilot study the research included:A baseline study in which a comparison group was surveyed. The comparison group was selected from CY 2012 Basic Law Enforcement Academy graduates who had received training under the prior CJTC Warrior model.One experimental group was selected from recruits attending the Basic Law Enforcement Academy starting in CY 2014.A second experimental group was selected from officers who attended Basic Law Enforcement Academy training either in another state or in Washington State prior to 2012, and who then attended a 40 hour Crisis Intervention Training course at the WSCJTC.The Final Report of the Phase 1 study may be viewed on the CJTC Web Site at: phase 2 the research is expected to continue/replicate the research of Phase 1- i.e. a pre-post survey of training impacts for both recruits and experienced officers completing CJTC training. An additional goal will be to longitudinally assess the impacts of CJTC training programs on the experimental groups post-training.A successful bidder will be expected to quickly assume oversight of the existing data collection, assess study methodology, revise data collection methods and tools as necessary, obtain IRB approval and implement the longitudinal study phase.An Interim report will be required no later than November 15, 2016, with a final report due no later than June 15, 2017.No additional specifications were given.
