Specifications include, but are not limited to:exploring options for acquiring Oregon Inlet and the adjacent real property including, but not limited to, surveys and appraisals, legal research, and studies related to sand management, engineering proposals, and larval transport. As background, Session Law 2013-138 (House Bill 707), ratified by the General Assembly on June 13, 2013 and approved by the Governor on June 19, 2013, created the Oregon Inlet Land Acquisition Task Force (Task Force) for the purpose of determining, reviewing, and considering the State's options for acquiring the federal government's right, title, and interest in Oregon Inlet and the real property adjacent thereto, including submerged lands. The Task Force was directed to submit a report detailing its findings and recommendations to the Speaker of the House of Representatives, the President Pro Tempore of the Senate, and the General Assembly by May 1, 2014. The final report and recommendations was transmitted to the General Assembly May 7, 2014. This completed the work of the Task Force in an official capacity. The Task Force recommended pursuing several initiatives in parallel. Oneoftheinitiatives w a s t o A s s e s s t h e f e a s i b i l i t y o f v a r i o u s engineered alternatives to address sand management and n a v i g a t i o n a l i s s u e s a t O r e g o n I n l e t . To that end, the Department of Administration is requesting engineering services for the study of options and alternatives to allow the State to preserve Oregon Inlet, and to develop long-term management solutions for preserving and enhancing the navigability of Oregon Inlet. The scope includes a study of alternatives including but not limited to, construction of jetties and/or groins, sand management technologies and options, and dredging options. A cost analysis, both initial and life-cycle, of proposed alternatives is to be included as part of the study. Environmental impacts are to be considered as part of the analysis of alternatives, but is not the primary focus of the study. Submission of an interim and final report detailing the analysis, findings, conclusions, and recommendations will be required.
