Specifications include, but are not limited to:PHRASE IA new diagnostic placement testing service is necessary because the current provider is discontinuing service. The requirements for a new provider are based on the demands of community college placement as the best available research and theory indicate, and as will be required to support the developmental education curricula.Mandatory Requirements: The South Carolina Technical College System (SCTCS) is seeking an established, integrated, Web-based system of assessments that is designed to assist postsecondary institutions with student placement into English, math, reading, and English as a Second Language (ESL) courses. Proposals will only be considered for further evaluation if clear evidence exists these and the following minimum requirement are fulfilled:Instrument Requirements:Provision of comprehensive diagnostic pre-tests and placement assessments that will be aligned with SCTCS student minimum course exit competencies in English, math, reading, and ESL (see attachment).Normed assessments (based on two-year postsecondary student population) in each of the aforementioned curriculum areas that take no more than 240 minutes to complete.3. Provision of customized analytic testing that incorporates varying levels of difficulty based on individual student responses (i.e., less depth in areas of demonstrated strength and more depth in areas of demonstrated weakness).Proof of compliance with federal web accessibility standards (i.e., ADA and Section 508 of the Federal Legislation) to accommodate students with disabilities. Users will be students seeking to enroll within one of the sixteen institutions within the South Carolina Technical College System.
