Specifications include, but are not limited to:4 This project is being let using a new single prime bidding and contracting process. DFD will publicly25 bid the applicable mechanical, electrical, plumbing, and fire protection (MEP) divisions of work first.26 Within 5 days of the MEP bid opening, DFD will identify a lowest, qualified, responsible, certified bidder27 in each applicable MEP division of work. These successful MEP bids must be included in all general prime28 contractor bids received. No later than 5 days after DFD identifies the successful MEP bids, DFD will29 publicly open general prime contractor bids. General prime contractor bids that do not include the30 successful MEP bids will be rejected. The state will enter into a single contract with the lowest, qualified,31 responsible, certified general prime contractor and this general prime contractor will enter into subcontracts32 with the successful MEP bidders.3334 Sealed bids will be received at the State of Wisconsin Administration Building, 7th Floor, 101 East Wilson35 Street, Madison, Wisconsin 53703, before the time indicated above. The bidder is responsible for the sealed36 bid being delivered to the indicated location for receipt stamping before the time specified for the bid37 opening. Third party delivery is entirely at the bidder's risk.3839 In general the work consists of the construction of a new 12,000 SF single story addition to the existing40 Maintenance and Stores Building. The addition will be utilized as a new campus Materials Handling and41 Storage Facility and will be constructed with steel framed and tilt-up precast wall panels. The project includes42 modifications, re-routing, and upgrading of site utilities. A new emergency generator will serve selected43 electrical loads for both the maintenance and Stores Building and new addition. The new addition will receive44 tempered heating and cooling for humidity control. Existing soils conditions will require enhanced foundation45 support (helical anchors) and structural reinforced concrete floor slab. The project will also involve the46 construction of a new asphalt paved landscape equipment parking lot to be located off the east side of the47 Maintenance and Stores Building. The grading of the parking lot will require a modular concrete retaining48 wall against the embankment areas created by the lowered parking area
