Specifications include, but are not limited to:The Texas Health and Human Services Commission (HHSC) on behalf of the Department of Aging and Disability Services (DADS), seeks to contract with a vendor to provide a fully functional Information Management System (IMS) designed to effectively and efficiently support the maintenance and reporting of State Unit on Aging (SUA) consumer data, service delivery information and service activities in a manner that satisfies all applicable state and federal requirements, including automated grant reporting for the National Aging Program Information System (NAPIS), the National Ombudsman Reporting System (NORS), the State Health Insurance Assistance Program (SHIP), and the Aging and Disability Resource Center (ADRC) program. The IMS must be flexible enough to satisfy any future elements beyond current federal/state requirements, which may be required to be used by DADS as the SUA and the 28 Texas area agencies on aging (AAA) and 22 (ADRCs in accordance with the specifications contained in this Request for Proposals (RFP). The IMS must be a fully integrated system with a web-based interface using a comprehensive database to store information and must generate consistent and accurate reports at all levels for which the system is implemented. The system must be capable of effectively and consistently supporting multiple concurrent users across the state. The system must be flexible enough to evolve to meet the requirements of diverse and expanding long-term care delivery systems and various funding sources. The system should address the data collection and long-term service and support (LTSS) screening referrals generated from the balancing incentive program (BIP) LTSS level-one screening
