Specifications include, but are not limited to:SERVICE 1: ADA STRATEGIC COMPLIANCE ANALYSIS AND IMPLEMENTATION PLANNINGDigital Accessibility Survey ToolThe Consultant will work with DCR to generate and refine a digital accessibility survey tool with sufficient flexibility to align with the recreation programs offered at DCR facilities and using the most current versions of ADA Standards, AAB Standards, and the FSORAG.For the purposes of evaluating accessibility, a program is any activity in which Massachusetts State Park visitors may participate. These may include such varied opportunities as camping in a campground, viewing the scenery at an overlook, swimming at a beach, enjoying solitude in the wilderness, gathering information at a visitor center, or learning about an area on an interpretive trail.Accessibility SurveysThe Consultant will conduct surveys examining recreational programs and services offered at DCR facilities (e.g., beaches, boating, camping, golf, play, fishing, historic, hiking, picnic opportunities, scenic views, etc).Field Data Collection:The Consultant will collect data at each park and facility identified in the project-specific solicitation, utilizing the ESRI Collector App on an Android or Apple tablet with a data connection. This ERSI Collector App shall be used by the Consultant for the majority of the data collection and photographs. This collection equipment shall be provided by the contractor.DCR will provide an initial draft of the database used for data collection. This initial draft is provided in this document as Appendix 5: Draft for GIS Dataset and Database. The Consultant will work with DCR to review the fields and range of possible values in the database to finalize the collection form prior to the start of the inspections. Based on this input from the Consultant, DCR will finalize the database. Examples of the types of data that will be collected in the field and capturing the following information with the tablet include but are not limited to:Point location dataAccessible route pathsInspection dateCurrent photograph(s)Element out of complianceBrief description of problemRecommended corrective actionAccessibility Analysis:The Consultant will undertake an accessibility analysis at DCR properties to determine how each facility meets or does not meet ADA Guidelines, AAB Guidelines, and FSORAG by analyzing the following elements:ParkingAccessible routes and outdoor recreation access routesAccess to buildingsAccess to restroomsAccess to recreation activities and programs available at each property as listed on facility web page and provided here as Appendix 6: DCR Properties by Activity OfferedAccess to each distinct program featureSignage
