Specifications include, but are not limited to:The WASHINGTON GRAIN COMMISSION, hereafter called "AGENCY, is initiating this Request for Proposals (RFP) to solicit proposals from a qualified individual or firm interested in providing legislative services. The AGENCY represents all farmers and landlords paying an assessment on wheat and barley grown east of the Cascades in Washington.AGENCY intends to award one contract to provide the services described in this RFP.OBJECTIVES AND SCOPE OF WORKMonitor and represent legislative issues relating to the research, production, transportation, education, marketing and trade, etc. of Washington small grains (wheat and barley) as listed in RCW 15.115.140.Participate in state hearings, meetings, and other proceedings relating to the production, irrigation, manufacture, regulation, transportation, distribution, sales, or use of wheat or barley; or the regulation of the manufacture, distribution, sales, or use of any pesticide, as defined in chapter 15.58 RCW, or any agricultural chemical which is of use or potential use in producing wheat or barley.Develop legislation, as required, consistent with the mission, goals and objectives of the AGENCY and its governing RCW 15.115.Assist the AGENCY in organizing legislative events, tours, governmental office visits and other appropriate activities.Provide regulatory, legislative, policy and AGENCY proposal research, and develop appropriate approved responses and represent the AGENCY at meetings or hearings.Provide, at a minimum, a monthly report and briefings as are appropriate (weekly during session); board meeting call-in or attendance; with regular and timely correspondence with contract manager.Cultivate and maintain relationships with government officials and AGENCY constituents to further advance AGENCYs legislative priorities. Meet regularly with members of the legislature and legislative staff to develop the relationships necessary to ensure legislative success.Provide strategic and legislative guidance.Work cooperatively with others representing agricultural sectors of Washington.Coordinate with AGENCY to identify legislative priorities.Public Disclosure reporting as mandated.MINIMUM QUALIFICATIONSMinimum qualifications include:Licensed to do business in the State of Washington.Experience with lobbying at the state level.Experience with state budget appropriations process.Advanced Degree.
