Specifications include, but are not limited to: The purpose of this TE project would be to enhance the Douglasville Welcome Centerand ONeal Plaza. The Douglasville Welcome Center has water damage on the interiorat the south wall due to a leaking roof, has no ADA compliant restrooms and has onlyone ADA capable entrance that is restricted by the layout of landscape componentsoutside the entrance which do not comply with ADA requirements. The objective of thisproject is to replace the existing failing roof to eliminate the problems, to remove interiorpartitions and create spaces for two (2) handicap accessible restrooms for public use,one kitchenette for staff use, and to ensure the barrier free entrance and surroundinglandscape components that are compliant with ADA requirements for handicapaccessible entrances. The carpet in the building is severely damaged and will also bereplaced.One of the main issues to be addressed for ONeal Plaza is the flooding of adjacentbuildings. The topography of the Plaza is such that water runs from West to East. Theoriginal drainage structures are no longer effective and need to be analyzed and updatedto prevent water escaping and leaking into the adjacent buildings on the east end of thePlaza. The design concept addresses the issue of flooding in adjacent buildings bychanging the direction of flow in the plaza, particularly in critical areas. The entire plazaslopes from west to east, and surface stormwater flows to the lowest point in the plazacausing the flooding issue. The proposed project addresses this physical feature byusing a new retaining wall to raise the elevation of the hardscape along the east portionof the space to level the area and re-direct the flow of water. Within the new leveledplaza areas, a low point will be created and a linear drainage system will be installed todrain the hardscape area internally away from the adjacent buildings. The levelingstrategy and linear drainage system will run the full length of the plaza, creating auniform drainage solution for the space. The existing ramp area also contributes runoffwater to the flooding of adjacent buildings. To address this, the existing terraced seatingand access ramp will also be removed and replaced with a new terraced seatingarrangement. The placement and design of the terraced seating area will work in concertwith the new retaining walls to re-direct water to the linear drainage system and awayfrom the flooded buildings.Another improvement that would be made on the Plaza is the replacement of the existingwater fountain. The current fountain leaks and its bricks have to be replaced frequently.The City envisions a new water feature that will be interactive and more appealing tovisitors of the Plaza.The project would also provide electrical connections and improved lighting on thePlaza including the newly renovated ONeal Plaza East to enhance the overallexperience of events that bring crucial revenue to the City. An overall area lighting planwill be developed for ONeal Plaza using new and existing fixtures to provide a uniform FEDERAL PROJECT NUMBER:PI 0010728SR 5/SR 8 FROM SR 92 TO CS 710/McCARLEY STREETCITY OF DOUGLASVILLE, DOUGLAS COUNTYlighting scheme in the plaza. The scope of the work on ONeal Plaza East only involvesthe erection of pedestrian light poles and will match the fixtures previously designedunder TE project 0006623. Since the project is in an urban, densely developed area andnot adjacent to a roadway, the pedestrian light poles will not have a breakaway design.Furthermore, the City would like to provide water connections on the Plaza to aid thelandscaping irrigation.All of the work for this project is expected to occur within public right of way. Theexisting right of way line follows the face of the buildings surrounding the downtownsquare. Some temporary easements might be required to complete work near thebuilding facades. All design will conform to the requirements of the Americans withDisability Act (ADA). The posted speed limit on West Broad Street is 25 mph and onWest Church Street is 25 mph.
